Throughout 2026, Visa is enacting a new VAMP policy and procedure for high risk or excessive charge back ratios.
Merchants will no longer be measured using the “above standard” threshold, but acquirers still will be.
A new metric is being introduced that looks at the number of transactions and includes all types of disputes (fraud and non-fraud). The old metrics will be removed.
Visa is moving to a risk-based approach instead of just checking for rule violations. This allows more flexibility based on each client’s risk level.
A transition period will run from April 1 to December 31, 2025.
VAMP enforcement will officially begin on October 1, 2025.
Starting in June 2025, the new VAMP dispute rate threshold for merchants will be 2.2%. Then, from April 1, 2026, the threshold will be lowered to 1.5%.
Once the excessive charge back ratio is reached, the merchant will be auto-enrolled in the VAMP program which involved higher fees, harsher penalties, and more institutional monitoring. Requirements do not take fraudulent / non fraudulent disputes. If the merchant wins a dispute, the transaction is not included in their ratio.
