This is a reproduction of a sculpture found on the Fontana del Bacchino in Florence. It was sculpted in 1560 by Valerio Cioli, and it depicts Braccio di Bartolo, better known as Nano Morgante, the court dwarf of Cosimo I de' Medici. Morgante is depicted in the guise of Bacchus, the god of wine and revelry.
The statue is obviously meant to be a grotesque parody of an equestrian statue: instead of a valiant hero astride a noble horse, we have an obese dwarf astride a lumbering tortoise with his cock 'n balls poking out. In fact, the hand gesture suggests this is specifically a parody of the famous equestrian statue of Marcus Aurelius, which would have been familiar to Cioli.
