Plate dates to the first half of the 19th century
stone china aka ironstone produced at the High Street Works, Shelton by Ridgway, Morley, Wear & co (1835-1842) or Ridgway & Morley (1842-1845) The available info is fascinating but slightly confusing as records are spotty and potteries changed hands/names frequently.
An identical plate is ascribed to the above pottery and can be seen at ridgwaypatternbook.org where I obtained the information

'Wellington' shape.
The pattern description book reads:
'Dest Wellington. Printed in M Green. Dk Green on Biscuit. Lustre Edge. Hicks 66 Pattn Cold Rose Green &c Gilt & Burnished.' "
The pattern is Hicks No. 66 which can be seen in another colorway from the 1820s when a previous pottery at this site Hicks & Meigh used it.
Notes: Some wear to the gilt decoration otherwise remarkably good for its age-no chips or cracks
